بناء القدرات الطبية لمواجهة المخاطر الكيميائية والبيولوجية والإشعاعية والنووية (CBRN)
انطلاقًا من أهمية تعزيز الأمن الصحي الوطني، تتواصل الجهود في بناء منظومة متكاملة لرفع جاهزية الكوادر الطبية والفنية للاستجابة الفعالة لمخاطر المواد الكيميائية والبيولوجية والإشعاعية والنووية (CBRN). ويُعد الاستثمار في التدريب المتخصص، واعتماد مدربين مؤهلين، من الركائز الأساسية في دعم قدرات النظام الصحي على التصدي لمثل هذه التهديدات المعقدة.
ويُسجَّل لوزارة الصحة الكويتية تقديرٌ مستحق لدورها في تأهيل مدربي مدربين من الكوادر الوطنية، وحرصها على إرسالهم للمشاركة في برامج تدريبية متقدمة ضمن مبادرة الاتحاد الأوروبي لمراكز التميز، حصلوا من خلالها على شهادات معتمدة في هذا المجال الحيوي، مما شكّل إضافة نوعية للقدرات الوطنية في مجال الاستجابة للطوارئ CBRN.
وتجدر الإشارة إلى أن هذه الجهود التدريبية تأتي ضمن إطار مبادرة الاتحاد الأوروبي لمراكز التميز المعنية بالتخفيف من المخاطر الكيميائية والبيولوجية والإشعاعية والنووية (EU CBRN CoE)، والتي تُعنى ببناء قدرات وطنية وإقليمية في مجالات الوقاية والتأهب والاستجابة. ويسعدنا أن يكون لدولة الكويت، من خلال كوادرها الوطنية المؤهلة، دورٌ واضح وفعّال ضمن هذه المبادرة الدولية، بما يعكس التزامها الثابت بالأمن الصحي ويُعزز مكانتها كشريك فاعل في منظومة الاستجابة الإقليمية للطوارئ CBRN.
وفي هذا السياق، تم اعتماد مجموعة من المدربين الوطنيين المؤهلين ضمن مبادرات إقليمية تهدف إلى تطوير الاستجابة الطبية للطوارئ CBRN، وهم:
• د. حنان الدوسري – إدارة الوقاية من الإشعاع
• د. محمد فخر الدين – إدارة الطوارئ
• أحمد الهاشمي – إدارة الطوارئ الطبية
• ناصر أحمد عبدالرزاق – إدارة الطوارئ الطبية
• ريم الشمري – إدارة التمريض
وقد تُوّجت هذه الجهود بإقامة أول دورة تدريبية متخصصة على مستوى دول مجلس التعاون الخليجي في فبراير 2025م، في معهد الكويت للاختصاصات الطبية (كيمز)، تحت إشراف خبراء دوليين، حيث تولّى مدربون وطنيون معتمدون تنفيذ أول تدريب عملي متكامل ضمن هذا الإطار، في خطوة تؤكد تميّز الكفاءات الصحية المحلية.
وفي ختام هذا الجهد المشترك، نُعرب عن شكرنا وتقديرنا لإدارة الطوارئ الطبية على دعمها المستمر، وعلى دورها البارز في توفير البيئة التدريبية الملائمة، من خلال تجهيز القاعات الفنية والمعدات، وتقديم الدعم من قبل خبرات محلية ساهمت بشكل فاعل في إنجاح مراحل التدريب العملي والنظري. ويُتوقع أن يتواصل هذا الدعم خلال سلسلة الدورات التدريبية المقبلة، بما يعزز من قدرة فرق الاستجابة الوطنية في مواجهة حالات الطوارئ ذات الطبيعة الخطرة.

مدرب وطني معتمد في مجال الاستجابة للطوارئ CBRN
Medical Preparedness to Address Chemical, Biological, Radiological, and Nuclear (CBRN) Risks
In line with the importance of enhancing national health security, continuous efforts are being made to build an integrated system to raise the readiness of medical and technical staff to effectively respond to risks posed by chemical, biological, radiological, and nuclear (CBRN) materials. Investing in specialized training and accrediting qualified trainers are fundamental pillars in strengthening the health system’s capabilities to confront such complex threats.
The Ministry of Health of Kuwait deserves recognition for its significant role in qualifying national master trainers by sending them to participate in advanced training programs under the framework of the European Union Centers of Excellence initiative. These trainers obtained accredited certificates in this vital field, thereby substantially enhancing the national capabilities in responding to CBRN emergencies.
It is noteworthy that these training efforts take place within the framework of the European Union CBRN Centers of Excellence (EU CBRN CoE) initiative, which focuses on building national and regional capacities in prevention, preparedness, and response. Kuwait is proud to have a clear and active role in this international initiative through its qualified national cadres, reflecting its firm commitment to health security and strengthening its position as an active partner in the regional CBRN emergency response system.
In this context, a group of nationally accredited trainers have been recognized as part of regional initiatives aiming to develop medical response to CBRN emergencies, namely:
• Dr. Hanan Aldousari – Radiation Protection Department
• Dr. Mohammad Fakhruddin – Emergency Department
• Ahmad Al-Hashmi – Medical Emergency Department
• Nasser Ahmed Abdulrazzaq – Medical Emergency Department
• Reem Al-Shammari – Nursing Department
These efforts culminated in holding the first specialized training course at the Gulf Cooperation Council (GCC) level in February 2025, at the Kuwait Institute for Medical Specializations (KIMS), under the supervision of international experts. Nationally accredited trainers conducted the first comprehensive practical training within this framework, highlighting the excellence of local health competencies.
At the conclusion of this joint effort, we express our sincere thanks and appreciation to the Medical Emergency Department for its continuous support and its pivotal role in providing a suitable training environment by preparing technical halls and equipment and offering assistance through local expertise. This support is expected to continue in the upcoming series of training courses, thereby enhancing the readiness of national response teams to handle emergencies of hazardous nature.
